ADJUSTMENT COSTS OF AGRI-ENVIRONMENTAL POLICY SWITCHINGS - A MULTI-AGENT APPROACH AgEcon
Balmann, Alfons; Happe, Kathrin; Kellermann, Konrad; Kleingarn, Anne.
More powerful computers, the better availability of micro-data, and the development of new modeling techniques, such as multi-agent systems, allows to analyze agricultural policies from the bottom up. We present such an approach that considers the spatial interaction of thousands of individually behaving heterogeneous farms and apply it to analyze agri-environmental policies for a selected intensive production region in the southwest of Germany.

Coordination and allocation on land markets under increasing scale economies and heterogeneous actors - An experimental study AgEcon
Balmann, Alfons; Kellermann, Konrad; Larsen, Karin; Sandri, Serena; Schade, Christian.
Economies of scale and scope are often not exploited in Western agriculture. A general reason is probably that various types of transaction costs limit coordination among farmers. A more specific explanation is that coordination on land markets or machinery cooperation is difficult to achieve when farmers are heterogeneous as some kind of price differentiation is necessary for a Pareto-superior solution. This paper investigates experimentally such a coordination game with heterogeneous agents using an example inspired by agricultural land markets. The experimental findings suggest that a Pareto-optimal solution may not be found when agents are heterogeneous. The findings provide evidence for market failures and cooperation deficits as reasons for...

DIESE MODELLE SIND ZU KOMPLEX!-ODER DOCH NICHT?: EXPERIMENTELLES DESIGN UND METAMODELLIERUNG ALS MOGLICHER WEG, DAS KOMMUNIKATIONSPROBLEM AGENTENBASIERTER MODELLE IN DER POLITIKANALYSE ZU LOSEN (German) AgEcon
Happe, Kathrin; Kellermann, Konrad.
Agent-based models have recently become very popular. However, it is often difficult to communicate the models' complexity and assumptions. Hence, criticising them becomes a challenging task. This paper addresses this problem and discusses different ways to increase the transparency and acceptability of complex models. We use designed experiments and metamodelling to show relationships between model parameters and the impact of policy options. We do so using the model AgriPoliS which has been initialised using an artificial agricultural structure Agentenbasierte Ansätze erfreuen sich einer immer größeren Beliebtheit. Allerdings besteht ein grundlegendes Problem dieses Ansatzes darin, dass die Komplexität der angewendeten Modelle und der darin getroffenen...

EXPLORING THE ROLE OF SUCCESSION PATTERNS IN CENTRAL AND EASTERN EUROPEAN'S DUALISTIC FARM STRUCTURES AgEcon
Schnicke, Hauke Joachim; Happe, Kathrin; Sahrbacher, Christoph; Kellermann, Konrad.
This paper analyses the interplay between farm adjustments on individual farms in dualistic farm structures over time using an agent-based simulation approach. In particular, explore the development of individual farms when there are off-farm work opportunities and different propensities of younger farm successors to take over the farm. Results show that despite of large numbers of individual farms leaving agriculture, the impacts on land use, production, and income are independent on different propensities to take over a farm.

Future and Past Effects of the Common Agricultural Policy in Czech Republic AgEcon
Sahrbacher, Christoph; Jelinek, Ladislav; Kellermann, Konrad; Medonos, Tomas.
The paper discusses the impact of the implementation of the EU Common Agricultural Policy on Czech agriculture with a special emphasis given to the effects resulting from the application of current direct payments system. Two approaches were applied: in an ex post analysis we address how accession have so far influenced structural changes income situation and production structure. Secondly, in an ex-ante analysis we apply the agent-based model AgriPoliS to simulate the impacts of decoupling top-ups on structural change and farm income. In the ex post analysis it has been observed that production decisions are strongly influenced by top-ups. Furthermore, the model shows that accession slows down structural change while decoupling of top-ups in 2009 will not...

How Smart Should Farms Be Modeled? Behavioral Foundation of Bidding Strategies in Agent-Based Land Market Models AgEcon
Kellermann, Konrad; Balmann, Alfons.
Land markets play a crucial role in agricultural structural change. Because the dynamics of structural change and land markets, respectively, mainly depend on the interactions between individual farms, agent-based modeling (ABM) has been established as a tool for understanding and explaining structural change and land market dynamics. This is particularly so because of ABM's ability to capture heterogeneity, non-convexity and dynamics. Unfortunately, the behavioral foundation of economic actors in ABM, i.e., of the farms, is often specified as ad hoc or simply based on "expert knowledge". In this contribution, the highly-detailed ABM AgriPoliS - which uses a myopic normative behavioral foundation - is coupled with a genetic algorithm (GA) to detect market...

IMPACT OF THE INTRODUCTION OF DECOUPLED PAYMENTS ON FUNCTIONING OF THE GERMAN LAND MARKET. COUNTRY REPORT OF THE EU TENDER: "STUDY ON THE FUNCTIONING OF LAND MARKETS IN THOSE EU MEMBER STATES INFLUENCED BY MEASURES APPLIED UNDER THE COMMON AGRICULTURAL POLICY" AgEcon
Henter, Sybille Henriette; Kellermann, Konrad; Moller, Lioudmila; Roder, Norbert; Sahrbacher, Christoph; Zirnbauer, Martin.
Against the background of the reform of the Common Agricultural Policy (CAP) in 2003 the following analysis, brings into focus the responses of the agricultural sector to decoupled subsidies. In particular it addresses the impact of the Single Payment Scheme (SPS) on land sales and rent prices and therefore on farm structure. It also aims to assess the extent to which the reform advances sound and sustainable agriculture and provides incentives for market-orientated farming practices. The study is based on the analysis of statistical data and expert surveys conducted in three selected regions.

Policy Risk Through Modulation of Direct Payments: Can Farms Live with a Strategic Disadvantage? AgEcon
Osuch, Amanda; Sahrbacher, Christoph; Kellermann, Konrad; Happe, Kathrin.
This paper explores the impacts of modulation as suggested by the EU Commission (“Preparing for the “Health Check” of the CAP reform”, 2007). The agent-based model AgriPoliS has been adapted to the case study region Ostprignitz-Ruppin (Brandenburg, Germany). Impacts on farm structures, regional production and the distribution of profits throughout farms are investigated, as well as impacts of the transfer of money coming from modulation to a second pillar measure widely spread in the case study region. The relative gains or losses of farms depending on their modulation groups are documented and potential expectations on such policies discussed.

THE AGRICULTURAL POLICY SIMULATOR (AGRIPOLIS) – AN AGENT-BASED MODEL TO STUDY STRUCTURAL CHANGE IN AGRICULTURE (VERSION 1.0) AgEcon
Happe, Kathrin; Balmann, Alfons; Kellermann, Konrad.
A central criticism common to agricultural economic modelling approaches for policy analy-sis is that they do not adequately take account of a number of characteristic factors of the agri-cultural sector. This concerns aspects like the immobility of land, heterogeneity of farms, in-teractions between farms, space, dynamic adjustment processes as well as dynamics of struc-tural change. In brief, modelling the complexity of the system has not been at the centre of interest. In terms of modelling complex economic systems, an agent-based modelling ap-proach is a suitable approach to quantitatively model and understand such systems in a more natural way. In the same way, this applies to the modelling of agricultural structures. In par-ticular, agent-based...

WINNERS AND LOSERS OF POLICY CHANGES – WHAT IS THE ROLE OF STRUCTURAL CHANGE? AgEcon
Sahrbacher, Christoph; Kellermann, Konrad; Balmann, Alfons.
In this paper several decoupling options are evaluated concerning their impact on structural change especially on farm incomes and their surviving. Therefore, the agent-based model AgriPoliS was used and extended to account the income of leaving farms. This enables the comparison of future incomes of leaving and surviving farms to find out whether leaving farms are losers or not. The disaggregated analysis of farms’ household incomes showed that leaving farmers even benefit from their decision in case that enough off-farm jobs are available. Losers are farms that would have left agriculture under conditions of the Agenda 2000. After decoupling they stay in the sector and cannot increase their income as much as under Agenda conditions. Furthermore, the...
